I know absolutely nothing about these and no idea if it works

I can see that the rubber seal around the plugs at the bottom has cracks, see the last pic please
Other than that it looks clean in and out but as i said i have no idea if it works or what it does
Could not find any info online
If my pricing is way off please let me know.
